Photos from the crime scene where two Carroll County teens were killed will be sealed and kept confidential.

The scene, located off the bank of Deer Creek near the Monon High Bridge Trail, is where Delphi resident Richard Allen says he killed Abigail Williams and Liberty German on Feb. 13, 2017. Allen was sentenced to 130 years in the Indiana Department of Corrections after a jury found him guilty of murdering the girls.

Special Judge Fran Gull ruled that the crime scene photos, as well as autopsy photos and reports, as well as Allen’s medical and mental health records, be sealed and maintained as confidential. The motion to seal the records was filed by Carroll County Prosecutor Nick McLeland on Dec. 20 at the sentencing hearing.

Gull also denied Monday, Allen’s Defense team’s motion to preserve evidence.

“Counsel’s request to preserve ‘all evidence’ is vague and, therefore, denied. Counsel’s request to preserve all documents related to the jury venire is granted. The Court will

retain records pursuant to jury rules.”

The Defense had asked Gull to make available information that was previously redacted on questionnaires filled out by jury members. Having this information would allow the Defense to speak to members of the jury to discuss why they chose to find Allen guilty.

Two appellate attorneys will be assigned to Allen’s case for his appeal, which has not yet been filed. State Public Defender Amy Karozos, who was named to her role as a state public defender in 2020, made the request after reviewing Allen’s case. In her motion, Karozos said she believed to defend Allen through the appeal’s process, two experienced appellate attorneys would be needed.
